Architecture and the State, 1940s to 1970s

2-3  April 2010

Call for Papers

The worldwide formation and reconfiguration of states in the 1940s presented architectural culture with new ideological scenarios and an increased opportunity for building and planning. From reconstruction of old states to the construction of new ones, from definitions of the limits of the sovereignty of the state to the development of international relationships and transnational organizations, models varied from the Welfare State and Social Democracy Planning to dictatorial and autarchic regimes. Arguably, in the following decades the state operated, overtly or not, as a dominant framework of social, political and cultural life at a global scale. Issues pertaining to the building of the state were also confronted through architectural strategies, such as migration of populations; ethnic diversity; urban and rural territorial management; centralization and de-centralization. In all, state initiatives like planning urban expansion or new towns, the provision of public housing and services (such as health and education), buildings for new institutions, new legislative measures in planning and building, and the international projection of a state’s image through cultural objects, reconfigured the public role of the architect and called for his or her intervention.

The intention of the symposium is to explore the dynamics between architecture, urbanism and the state during the 1940s to1970s: How did architects assess and take a position – of collaboration, critical negotiation, or resistance – vis-à-vis the apparatus of the state? What were the instruments devised, both at conceptual and practical levels, to support these positions? How did this new socio-political frame become the ground for revising the legacy of early modern architecture? In what ways were these revisions circulated, incorporated, and translated internationally? And finally, how did the architectural or urban object embody these dynamics? We call for research that helps to construct the variegated panorama of institutional initiatives, social services, public policies and architectural responses in a broad geopolitical frame that may include the post-World War II reconfiguration of states, the new postcolonial nations, different welfare models, the soviet bloc, and the works and demise of dictatorial regimes. Ultimately, our hope is to open the territory in between the instrumentality of architecture (by the state) and the political agency of architecture for historical exploration.

Support Needed !   Severe Threat to Belgian Modernist Masterpiece, Joseph Lemaire Sanatorium

sign @: http://www.redhetsanatorium.be/petition/list.htm

Some 19km from Brussels lays the Joseph Lemaire Sanatorium, a modernist masterpiece by architects Maxime and Fernand Brunfaut. Both designers were closely linked with the socialist movement in the interbellum period, and played an important role in the introduction of modern principles in Belgian architectural culture. Before embarking on a successful personal career, Maxime Brunfaut was for a longtime Victor Horta’s principal assistant.

Just like Aalto’s famous Paimio Sanatorium and Duiker and Bijvoet’s celebrated Zonnestraal Sanatorium, the Lemaire Sanatorium was conceived in a typically functionalist manner, providing a state-of-the-art infrastructure for the cure of patients suffering from tuberculosis.

From its opening in 1937 on, the Lemaire Sanatorium attracted international attention from both the medical and architectural world who praised its functional organization, the fluid sequence of its interior spaces, the plastic articulation of the building masses and the detailing of the façades, clad with ceramic tiles.

After the building was disused in the late 1980s, it quickly fell pray to decay, vandalism and theft. Paradoxically, its listing as a historical monument in 1993 even stimulated this perishing as it led to a situation of immobility. Propositions for reuse of the structure as lofts, offices or an asylum for political refugees were aborted in an early stage. Despite its current ruinous state, the building continues to attract international attention from scholars, architects and photographers who are impressed by the strength of its forms and its interaction with the surrounding landscape.

In an attempt to safeguard the building and stimulate the debate about its future use, we started in 2007 a preservation campaign called “Save the Sanatorium.” Our aims are threefold:
> Save the Sanatorium strives for a sustainable reuse of the Lemaire Sanatorium with respect for its cultural, architectural and social significance and its relation with the natural environment. We ask that, like in the past, part of the building and the surrounding park remain accessible for the general public.
> Save the Sanatorium demands a proactive concern of all involved parties (public and private) before the dilapidated state of the building becomes irreversible. Given the current harsh winter conditions, time is of utmost essence.
> Save the Sanatorium asks all concerned actors, public and private, to urgently team up in developing a strategy for reuse with respect for the exceptional character and the specific features of this architectural landmark.

We intend to send letters to all parties involved to express our concern and force a breakthrough in the deadlocked debate about the future of the Lemaire Sanatorium. For this, we need your support as an individual, as an institution or organization. We are convinced that a clear call from the architectural community will help raising the awareness about the architectural, historical and cultural importance of this structure and the critical condition of its current state.

We will address this appeal to all public and private actors involved in the future of the Joseph Lemaire Sanatorium.
Many thanks,

Gdynia Conference `Modernism in Europe´, 24.-26. Sept. 2009

In Gdynia wird eine Konferenz sein über die Bauten der Moderne in Polen mit dem Thema „Modernism in Europe / Modernism in Gdynia – First half 20th century architecture and it‘s preservation“, 24.-26. Sept. 2009, Info: www.gdynia.pl

Gdynia is a very special venue for a conference on Modern Architecture. Due to the historical ups and downs, Poland restored to sovereignty after WWI, had only a tiny stretch of the Baltic coast, with no port. In 1921, following a decision of the Polish government, the construction of a deep-sea port began in Gdynia at the site of a small fishing harbour. The city rose at the same time the 1920s and 1930s no wonder its architecture and planning reflect European trends of the day. Prior to the outbreak of WWII, many outstanding modernist buildings were erected not only tenements and settlements, but also public buildings and port facilities.
